Our story is one of resilience and faith, having weathered many challenges since our founding in 2001. What began as Word of Grace Family Church has evolved into Harbor City Church—a place where people from all walks of life can come together, experience the love of God, and be equipped to impact their communities.

Leadership
About Pastor Julius Collins
Julius Collins is the founding pastor of Harbor City Church, where he and his wife, Lisa, have faithfully served the Baltimore region for over two decades. With a passion for teaching and a heart for people, Julius has dedicated his life to leading others into a deeper relationship with Christ.
Julius began his ministry journey at Rhema Bible Training College, where he met Lisa. Together, they traveled across the U.S. and Europe, teaching in churches and assisting pastors in various capacities. Before planting Harbor City Church, Julius had the privilege of serving under Pastor John Osteen at Lakewood Church in Texas, where he further developed his passion for ministry.
In 2001, following a clear directive from God, Julius and Lisa founded what was then known as Word of Grace Family Church in North Glen Burnie, Maryland. Despite the challenges of church planting, they remained steadfast in their mission to create a welcoming, faith-filled community. Under Julius’s leadership, the church has evolved into Harbor City Church, a multi-campus church with a vision to reach the entire Baltimore region.
Julius is not only a dedicated pastor but also a visionary leader with a heart for equipping others to discover and fulfill their God-given purpose. He is committed to fostering an environment where people can know God, find freedom, discover their purpose, and make a difference in their communities. His journey of resilience and faith continues to inspire those around him as he leads Harbor City Church into its next season of growth and impact.
